The internal resistance of a battery is a good indicator of its age and even its state of health. Manufacturers tend to quote their IR values using the 1000 Hz AC measuring method which tends to give a lower figure. The DC resistance method is higher but considered to be more realistic.
We provide IR readings of each and every battery using Hioki 3560 for the AC impedance value and a Cadex C7400ER for the DC resistance value for the battery. Panasonic quotes a value of less than 100mΩ. Personally I would not want to touch a li-on battery with an IR of more than 50mΩ. The internal resistance of a battery is a resistive force that resists the free flow of current through the battery and in high current applications this causes a voltage drop in the battery. The less the internal resistance the lower the voltage drop and better the performance and runtime.
